Minimum Wage Guarantee Proposal for Platform Workers

Revolutionary proposal! Labour Ministry proposes hourly minimum wage guarantee for platform workers under Code on Social Security 2020. Sector-wise rates: Delivery ₹55-65/hr, Cab Driving ₹85-95/hr, Beauty Services ₹120-140/hr.

🚀 Game-Changer for Platform Economy

Currently, gig workers के लिए koi minimum wage guarantee नहीं है। Platforms apne commission बढा देते हैं तो workers की earning reduce हो जाती है। Proposed rule से per-hour minimum earning guarantee मिलेगी—regardless of platform commission!

💡 Key Principle:

"Platform commission जितना भी हो, worker को minimum hourly rate तो मिलना ही चाहिए।"
Shortfall की responsibility platform aggregator की होगी।

⚙️ How Minimum Wage Guarantee Works

📊 Calculation Methodology

Step 1: Calculate Active Hours

Platform tracks कितने hours worker "logged in" था (accepting orders/trips)। Idle time excluded।

Step 2: Apply Hourly Rate

Active hours × Minimum hourly rate = Guaranteed Minimum Earning

Step 3: Compare with Actual Earnings

अगर actual earning < guaranteed minimum, तो platform को difference pay करना पड़ेगा

💼 Example: Delivery Partner

• Active Hours in Week: 48 hours

• Minimum Rate: ₹60/hour

• Guaranteed Minimum: 48 × ₹60 = ₹2,880

• Actual Earnings (after commission): ₹2,400

✅ Platform must pay ₹480 shortfall!

🏛️ Platform Industry Response

⚠️ Industry Concerns:

  • Operational costs increase 15-20%
  • Lower demand areas may face service reduction
  • Dynamic pricing models need adjustment
  • Monitoring active hours technically complex

✅ Positive Signals:

  • Zomato/Swiggy: "Open to dialogue on fair wages"
  • Uber: "Already testing minimum earning guarantees"
  • Urban Company: "Willing to comply with regulations"

🎯 What Workers Can Do Now

  • Track Your Hours: App में logged-in time का record रखें—proof मिलेगा wage shortfall claim करने में
  • Calculate Hourly Earnings: Monthly income ÷ Total active hours = Actual hourly rate (compare with proposed minimum)
  • Join Worker Unions: Collective voice strengthen करती है—union representation से better rates negotiate हो सकते हैं
  • Submit Feedback: Draft rules आने पर Ministry को apni ground reality बताएं (via Labour.Gov.In)
